Insulating a Roof During Recovering: Meeting Thermal Standards

Three things that decide which is legitimate
- Is the loft used A habitable void needs rafter-level insulation. An unused one does not.

Where can roof insulation go?
Roof insulation sits in one of three positions: at ceiling level between and over the joists, between the rafters, or over the rafters beneath the battens. A hybrid places board between and beneath the rafters together.
Ceiling-level insulation involves quilt or loose fill at joist level, leaving the void cold and ventilated. Between-rafter insulation means rigid board cut between rafters, retaining the existing roof line.
Which method suits your loft?
An unused loft is insulated at ceiling level, which is cheapest and leaves the void cold and ventilated. A used or converted loft needs rafter-level insulation, and over-rafter preserves headroom where the covering is coming off anyway.
The hybrid involves board between and beneath rafters, used where over-rafter is not possible. The u-value is the rate of heat loss through the element, lower being better. Renovating over half a roof's area engages an upgrade requirement.
How much headroom does it cost?
Between-rafter insulation reduces internal height by the board depth plus the ventilation gap above it. Over-rafter insulation costs no internal height at all, because the whole thickness sits above the structure and raises the external roof line.

What happens to ventilation?
Between-rafter insulation must leave a continuous air path above it, running from the eaves to the ridge. Filling the full rafter depth blocks that path and produces condensation on the underside of the underlay through winter.
Over-rafter work is only practical while the covering is off.

Is insulation required when re-roofing?
Yes, where more than half the roof area is renovated. That engages the thermal element duty, requiring the renewed element to meet a stated standard. Smaller repairs do not trigger the requirement.

Why cold bridges undo the work
The cheapest correct answer for an unused void is ceiling level, and contractors rarely offer it because it is the smallest job. Between-rafter insulation without a continuous gap above it converts a thermal improvement into a condensation problem.

On a cold deck the insulation sits at ceiling level and the void above it has to be ventilated. On a warm deck the insulation sits above the deck, over a vapour control layer, and there is no void to ventilate. The cold deck fails more often because its ventilation path is easy to block and impossible to inspect once the ceiling is up, which is why a warm deck is specified on a domestic flat roof being renewed.
