Is insulation required by law when re-roofing?

Yes, where more than half the roof area is recovered. That triggers the thermal element duty, which requires the renovated element to meet a stated standard. The duty applies to the covering being renewed, not to the whole house.

Will it reduce the height of a loft room?

What happens to ventilation?

Insulating between rafters without maintaining a continuous air path above the board traps moisture in the void. The air path is designed alongside the insulation, and high-level ventilation is added where the eaves inlet cannot be restored.

What changes when the covering sits higher

Rafter-level insulation from above is only possible while the covering is off; afterwards it means opening ceilings. The method that costs slightly more preserves room height in a converted loft, which is the variable homeowners actually care about.

On a cold deck the insulation sits at ceiling level and the void above it has to be ventilated. On a warm deck the insulation sits above the deck, over a vapour control layer, and there is no void to ventilate. The cold deck fails more often because its ventilation path is easy to block and impossible to inspect once the ceiling is up, which is why a warm deck is specified on a domestic flat roof being renewed.
